Rules and Regulations

The name of the society shall be _NOSPLAN – Organisation of Student of Planning____

Membership:

    Member: Member shall be a student of Planning or related subject with an educational institute, having a registered Unit Council with NOSPLAN. Members shall apply through their respective Unit Council.

    Associate Member: Associate member shall be a student of planning or related subject with an Educational Institute/Institute of Town Planners, India. Associate member shall apply for membership to the President.

    Alumni Member: Alumni member shall be a former student of Planning or related subject. Alumni member shall apply for membership to President.

Rights and Privileges of Members

    Members:

    • To vote for and elect a member from their respective council to represent that unit.
    • To vote for constitutional amendment.
    • To be a member of the National Council on being duly elected to represent the respective council.
    • To request for help during research to other registered council or members.
    • To participate in different activities of NOSPLAN.

    Associate members:

    • To vote for Constitutional amendment.
    • They may request for help from other registered councils and members.
    • To participate in different activities of NOSPLAN.

    Alumni members:

    • They can participate in activities organized by NOSPLAN, but in case of competitions shall not be entitled to an award/certificate etc.
    • They may request for help from other registered councils and members.

Membership Fees:  

    • Membership fee shall be collected by the Unit Council and forwarded to NOSPLAN Secretariat.
    • Each member pays the membership fee as approved by the National Council from time to time.
    • Any council failing to pay the registration fee in the following year shall loose a right to send a representative in executive committee. The members of such a council shall have to pay an additional amount as admission fee to get registered as an associate member. This fee shall be approved by the National Council from time to time.
    • Associate member shall pay the requisite amount of admission fee and membership fee as approved by the National Council from time to time.
    • Fees once paid shall not be refunded.
    • Alumni members shall pay requisite amount of admission and membership fees as approved by the National Council from time to time.

Functions of NOSPLAN

 
  • NOSPLAN shall hold a National Convention of Students of Planning involving academic institutes and organizations.
  • NOSPLAN shall elect President and National Treasurer from the ‘Secretariat’ which has been defined as School of planning and Architecture.
  • To maintain a fund whose usage has been defined under the chapter of Accounts and budget
  • NOSPLAN should ensure the participation of all schools of planning for Annual Convention.
  • Disseminate the achievements and information in academics, student research and achievements in the filed of planning by publication of journals, bulletins, news letters, holding competitions, quiz, seminars, workshops and by employing media of mass communication, radio, television etc. and also by arranging special programmes for faculties.
  • Providing recognition for outstanding contributions and achievements by the students in the field of planning by way of scholarships, awards, medals, trophies, or other suitable methods.

Unit Council:

A Unit council to get registered with NOSPLAN should be a students body of an academic institution, recognized by the authority of that institution & ITPI, involved in Planning or related education.

The Unit Council shall consist of:

    • Unit Co-ordinator
    •  Secretary
    •  Treasurer
    •  Joint Secretary
    •  Cultural Secretary, Editor

Rights and Privileges:

  • To send an official delegation to conventions and other activities as decided by the organizing council or body.
  • To send one or more faculty to the conventions and other activities as decided by the organizing council or body.
  • To carry out various activities at their (units) institute level, to uphold the various or any object of NOSPLAN

Duties of the Unit Co-ordinator:

Unit Co-ordinator shall,
    • Be the formal representative of the Unit Council in the NOSPLAN.
    • Preside at all the meetings of NOSPLAN in their institute and act as the Chairman of the Unit Council.
    • Be the In-charge of correspondence and keeper of records of NOSPLAN.
    • Submit the Annual Report to the National Council & the Faculty Co-ordinator of the institute. The report shall be presented to the General Body of the institute.

Duties of the Unit Secretary:

The Unit Secretary shall,
    • Convene all meetings of NOSPLAN with the prior concurrence of the Unit Co-ordinator and keep a record of the proceedings of such meetings.
    • Execute programmes and action decided by the Council
    • Be responsible for proper maintenance and up keeping of the property belonging to the NOSPLAN.
    • Be designated as publisher of the bulletins, Journals and other publication of NOSPLAN

Duties of the Treasurer:

The Treasurer shall,
    • Keep all the accounts pertaining to NOSPLAN
    • Accept money and issue receipts on behalf of Unit Council.
    • Prepare annual financial statement for submission to the Council.
    • Carryout all financial transactions on behalf of the Council.

Faculty Coordinator

The faculty co-ordinators serve as a facilitator and advisor to the student members.
    • To assist, NOSPLAN council in financial matters and to make the process smoothen.
    • To co-ordinate at times of dispute at all levels, to solve the matter in most just way.
    • To motivate and guide NOSPLAN members towards innovative ideas to organize, activities of NOSPLAN.

The election process shall follow the same model as National Council Elections as given in ( 7.g )

The elected Unit Council shall hold office from the date of declaration of results of the elections till the declaration of results of the forthcoming Council elections in the next NOSPLAN Year.

No member of the Unit Council can hold office if He/she has been convicted for a criminal offence or has been punished by the institution for an act which is coercive in nature and constitute a threat to life and property.

Impeachment of the members of the council:

    • An elected member of the National Council can be impeached on a resolution moved by 1/3rd members of the official post of Unit Council from all institutions, and passed by at least 2/3rd of them.
    • No member can be impeached before the completion of three months of his/her term of office. He/she must be given full change to explain his/her stand.

National Council:

The National Council shall consist of:

  • President (to be elected by the Secretariat)
  • General Secretary (to be elected by the Secretariat)
  • National Treasurer (to be elected by the Secretariat)
  • Unit Co-ordinators  of all registered councils

For further of the objects, the governing body shall have all the power of the management of the society including:

Functions of the National Council:

To acquire by purchase, lease, gift grants or likewise from any person, company, society, government, organizations movable or immovable properties of all descriptions deemed necessary or useful for any purpose of the society and to administer the same.

To alienate by way of sale, lease, mortgage, pledge, exchange, gift or thereof including the giving of subscription, contributions, assistance, pecuniary or otherwise to charitable institutions, bodies or persons as from time seem necessary or appropriate.

To invest, lay aside, deposit in bank or post office wise deal with money or fund of the society not immediately required for the objects of the society.

To borrow and raise fund from bank other financial institutions or private parties for purpose and objects of the society with or without security in any manner as the society may think it fit and replay the same.

To use all income from members / institutes by ways of fees, boarding and lodging and from other property movable and immovable and from the works of the society or from staff of the schools or institutions or from rent of buildings wherever derived for the pursuit of the objects of the society as set forth in the memorandum provided that no portion thereof except where payment or usage allowed to employees, members, office bearers or any other person in lieu of services rendered or agreed to be rendered to the society/institutions set up the society.

To make rules and by-laws for the conduct of the affairs of the society and to add, amend, vary or repeal them from time to time.

To obtain or accept grants, donations, gifts, bequests from Govt. corporations, business houses, trusts or any persons for the purpose of the society.

To receive any gift or money or other properties, both movable and immovable or any bequests for any one or more objects of the society

To maintain a fund to which all money received by the society by the way of grants, gifts, donations, benefactions, bequests or transfers and all moneys received by the society in any other manner or from any other source shall be credited.

To deposit all moneys credited to the funds in such banks or to invest in such a manner as the society may decide.

To pay out the funds belonging to the society or out of any particular part of such funds, the expenses incurred by the society from time to time including all expenses incidental to the information of the society and management and administration of any of the forgoing objects.

To maintain proper accounts and other relevant records and prepare an annual statement of accounts including the balance sheets in such form as may be prescribed by the society in accordance with the provision of rules and by laws and to have the accounts of the society audited annually.

To construct or otherwise layout, repair, acquire, extend, alter, enlarge, improve and use any land or any other immovable property belonging to or held by the society.

To constitute committees or sub-committees to carry out the object of the society

To delegate any or all of its powers to the governing body to any of the committees or sub-committees constituted by it and

To do all such lawful acts and things whether incidental to the powers aforesaid or not, as may b necessary to further the objects of the society

Duties of the President

The President shall,
  • Preside at all the meetings of the General body of NOSPLAN and act as the Chairman.
  • To formulate Vision for NOSPLAN activities for term he/she is selected.
  • To be party to the decision (in most fair & democratic way) as and when demanded by the virtue of this post

Duties of the General Secretary

The General Secretary shall,
  • Be in charge of correspondence between member institutes and keeper of the records of NOSPLAN at the Secretariat.
  • Execute programmes and actions decided by the National Council and shall be accountable for them.
  • Be responsible for proper maintenance and up keeping of the property belonging to the NOSPLAN.
  • Be designated as publisher of the bulletins, Journals and other publication of NOSPLAN from the Secretariat.
  • To be party to the decision (in most fair & democratic way) as and when demanded by the virtue of this post

Duties of the National Treasurer:

The National Treasurer shall,
    • Keep all the accounts of NOSPLAN Secretariat.
    • Accept money and issue receipts on behalf of NOSPLAN Secretariat.
    • Prepare annual financial statement for submission to the Council.
    • Carryout all financial transactions on behalf of the Secretariat.

School of Planning and Architecture, New Delhi shall serve as the Headquarters and be the secretariat of NOSPLAN.

Quorum for the National Council meeting is, at least two council members have to be present and all members are to be informed about the meeting at least three days in advance.

Elections:

  • The elections of the members of the National Council shall be completed around mid of October each year.
  • Those members who have attended at least one annual National Conventions of NOSPLAN are eligible for filing a nomination.
  • Members of the Secretariat shall not file his/her nomination for any elective post of Unit Council.
  • The result of the elections must be declared within two week of holding the elections.
  • In case of any unforeseen situation elections can be postponed to 1 week only with the permission of the previous National Council.
  • It comes under the duty of leaving council to held elections on time (around mid of October) within time period of two weeks (consecutive) in fair and democratic way, with no prejudices against anybody. The overall procedure of the Election shall be performed under the supervision of the Faculty Co-ordinator of the respective institute.
  • In case of impeachment of a member, election for the respective post must be filled in within one month.
  • The elected National Council shall hold office from the date of declaration of results of the elections till the declaration of results of the forthcoming Council elections in the next NOSPLAN Year.

Annual Convention

The Annual Convention of NOSPLAN shall be held each year anytime between 15th December to 15th January, except in case of unavoidable circumstances

The Convention shall be seen as an opportunity for all members to meet, share visions and compete at the National Level. It shall also be a platform to discuss the affairs of the Organization at the National Level.

The convention shall be held at the Institute that is decided upon in the previous year’s National Council meet. In each Convention all interested participant Institutes shall bid (against the hosting guidelines to be provided by Secretariat) for holding the next year’s Annual Convention and after the bidding process the final decision rests with the National Council.

To provide equal and fair opportunity to the Bidding process. Any new member Institute (Who had not held NOSPLAN event earlier and been actively involved in NOSPLAN and attended at least 2 consecutive conventions) would be given preference over others. Whereas otherwise, a bidding preference would continue on turn basis (The most recent host would be given least preference)

During the Convention the Annual Report of the Organization shall be presented to the members by the National Council.

All registered Institutes shall have right to attend the meet. Formal and Informal events shall be held during the meet.

One of the participating Institute shall be awarded the Trophy for its exemplary performance.

In case, common consensus can not be reached with reasonable time over issues of Event dates, hosting and other related issues, governing body had to come up with a reasonable fair solution and would be abide to all.

Budget and Accounts:

The society shall cause to have the accounts books and documents to be kept of all the money received and spent. Proper books of accounts and supporting of documents shall be maintained under the guidance, control and supervision of the treasurer for every financial year on 31st March, Every Year.

The treasurer shall submit a report showing exact state of financial affairs.

The Accounts books and other relevant documents shall be open to any other person or member except duly authorised by the governing body or the auditors appointed.

Treasurer shall also prepare a budget as per the action plan decided by the Secretariat of the ongoing session.

The Financial year of the society shall start from 1st April to 31st March, every year

Unit councils are also expected to follow the same setup for budget & account, at the institute level.

Annual list of Managing and governing body (section 4 of the Act): Once in every year a list of office bearer and member of governing body of the society shall be filled with the Registrar of the Society Delhi, as required under section 4 of the Societies Registration Act.1860.

Audit: The accounts of the society shall be audited every year by persons duly qualified to act as auditors under the companies act, 1956.

Legal Proceeding (Section 6 of the Act) The Society may sued of the name of President Secretary as per provisions laid down under section 6 of the society registration Act 1860 as applicable to the union territory of N.C.T. of Delhi

Any amendment in the memorandum of Association of rules will be carried out in accordance with procedure laid down under section 12 and 12-A of the Society Registration Act.1860.

Dissolution and Adjustment of Affairs

    • If the Society need to be dissolved it shall be dissolved as per provision laid down under section 13 and 14 of the Societies Registration Act.1860, as applicable to Union Territory of Delhi shall apply to this Society.
    • All the income earned, moveable, immovable properties of the society then shall be donated to similar societies which work for the promotion of its aim and objects.
Application of the Act - All the provision under all the section of the Societies Registration Act 1860 as applicable to the Union Territory of Delhi shall apply to this Society.
